Major General Howard has been a very long-standing member of NSW RSL where he joined in May 1992 and was still an active and contributing member until his passing.
Major General Howard had a distinguished military career from 1959 to 1990.
He commanded a battalion and an infantry brigade, was Director General of Operations and Plans for the Australian Army, instructed at the British Army Staff College, and served in several overseas countries including Malaysia, Papua New Guinea, Japan, and Uganda, to name a few of his many military appointments.
From late 1989 to mid-2001, Major General Howard was appointed Director General of the NSW State Emergency Service (SES) and is one of the longest serving Director Generals in the SES.
He made significant improvements throughout his tenure and was responsible for setting up a modern emergency management and rescue system for the State.
The current New South Wales emergency management system is largely his design, and he was awarded the Emergency Services Medal for his efforts.
Major General Howard was also very active in fundraising and organising commemorative events in the Illawarra and he was particularly proud to be involved in the restoration of the Austinmer WW1 Memorial.
Major General Howard was also quite passionate about the welfare and support for veterans and those still serving. He was an active member for many organisations providing these services.
Major General Howard served with distinction, leaving a lasting impact on those he led in the military and SES, as well as members our local community.
His dedication, leadership, and courage have undoubtedly left a significant legacy and may he rest in peace.
