Rezoning to fast track 3,000 new homes in South-West Sydney

15 November 2025

The Minns Labor Government is fast-tracking a rezoning proposal in Catherine Field to unlock up to 3,000 new homes in one of south-west Sydney’s growing communities.

The 164-hectare Springfield Road, Catherine Field Precinct is poised to become a vibrant community with easy access to sporting fields, cycleways, walking paths, and a neighbourhood centre. There is also a new high school planned to open in neighbouring Leppington in 2027.

A key feature of the proposal is the accompanying delivery of new roads, stormwater infrastructure, and recreational areas, to make sure the community is supported by the amenities it needs to thrive.

The Springfield Road, Catherine Field Precinct is located close to the soon to be open Western Sydney International (Nancy Bird Walton) Airport, providing more opportunities for future airport workers to live close to their jobs.

The rezoning proposal will transform currently underutilised land into a well-connected, sustainable, and bushfire resilient community.

The State Significant rezoning proposal for Springfield Road, Catherine Field combines two planning proposals that were in preparation for Springfield Road North and Catherine Park North.

The proposal will now progress under the State Significant Rezoning Policy, which provides coordinated delivery of housing and infrastructure.

It is expected that the proposal will be placed on public exhibition in the second half of 2026, allowing the community to provide feedback.

Minister for Planning and Public Spaces Paul Scully said:

“More homes are in the pipeline for Catherine Field as a rezoning proposal for the area is brought into the fast lane through the state led rezoning policy.

“The proposal which could unlock a further 3000 homes in a key location creating a local community where people can live, work, play and relax.”

Member for Leppington Nathan Hagarty said:

“This rezoning proposal is about building a complete community. Alongside up to 3,000 new homes, it delivers essential infrastructure like roads, drainage, open space, and community facilities to support families as the area grows.

“The Minns Labor Government is making sure that as we plan for more homes, we’re also investing in the infrastructure that keeps South-West Sydney connected, liveable, and thriving.”

Member for Camden Sally Quinell said:

“We’re working to unlock more homes where they’re needed most, including here in Catherine Field, so more local families can live close to jobs, schools, and great public spaces.

“This rezoning is excellent news for the Camden community, as it brings the opportunity of more jobs and public infrastructure to the neighbouring suburb of Catherine Fields, which Camden residents will be able to access.

“This is another example of the Minns Labor Government taking a strategic approach to planning –that balances growth with infrastructure delivery and community wellbeing.”
